建立人与自然和谐类型的国家公园

建立具有中国特色的国家公园是中国在总结世界国家公园发展历史和建设经验的基础上提出的自然保护地体系的重要内容,并提出了以大熊猫、东北虎豹等旗舰物种为主要保护对象建立物种类型国家公园,以三江源、祁连山等重要地理单元为标志建立生态系统类型的国家公园,以青藏高原为主体建立世界第三极国家公园群。从中国的实际情况出发,建立人与自然和谐类型国家公园应作为中国特色国家公园类型的重要组成部分,这符合新时代中国特色社会主义的基本方略、国家公园体制总体方案的基本要求、中国人口与生态环境分布的基本特点和世界国家公园建立的基本内涵,但需要考虑原居民、人文资源、自然资源权属、产业、社会协调发展等因素,策略上要立足国情、合理布局,坚持标准、科学规划,严格保护、绿色发展,满足当代、惠及子孙,推动建立人与自然和谐类型国家公园。

The establishment of national parks with Chinese characteristics is an important part of the natural protected areas system,which put forward by China in summing up the development history and construction experience of national parks in the world.It is put forward that the national park of species type should be established with the flagship species such as giant panda and tiger leopard as the main protected objects,and the national park with the important geographical units such as Sanjiangyuan and Qilian Mountains as the symbol to establish the national park of ecosystem type,and establishment of the World's Third Pole National Park Group based on the Qinghai-Tibet Plateau.Starting from the actual situation in China,the establishment of national parks with harmony between human and nature should be regarded as an important part of the types of national parks with Chinese characteristics,which is in line with the basic strategy of socialism with Chinese characteristics in the new era.And it accord with the basic requirements of the overall plan of national park system,the basic characteristics of the distribution of population and ecological environment in China and the basic connotation of the establishment of national parks in the world.However,the factors such as indigenous inhabitants,human resources,ownership of natural resources,industry and coordinated development of society should be taken into account.Strategy should be based on the national conditions,rational distribution,adhere to standards,scientific planning,strict protection,green development,meet the needs of the contemporary,benefit children and grandchildren to promote the establishment of national park of harmony between human and nature.
