摘要
分析了影响政府付费的几个要素,包括投资收益率、项目总投资P值的审定、合作期限、绩效考核等,指出通过对付费机制的几个核心要素的控制,可确保社会资本的投资收益。
This paper analyzed several factors influence of government payment,including the investment return rate,the validation of project total investment P value,cooperation period,performance appraisal and other aspects,pointed out that the control of several core elements of payment mechanism,could ensure the investment return of social capital.
