欧亚经济联盟框架下金融一体化机制构建路径及制约因素

The Path and Restrictive Factors of Financial Integration Mechanism under the Framework of Eurasian Economic Union

金融是欧亚经济联盟框架下一体化机制的重要方面。关税同盟框架下的资本、服务和劳动力自由流动,个别服务和商品共同市场以及统一经济空间框架下的协调和协商性宏观经济政策决定了欧亚经济联盟框架下须构建三个不同层次的金融一体化机制。在金融一体化机制的构建中,欧亚经济联盟遵循了以下路径:各职能机构相互协作,逐步推进;制定共同金融市场构想;实施协调性货币政策,但不让渡货币主权;在成员国法律接近的基础上构建监管机制;原欧亚经济共同体框架下的欧亚发展银行及欧亚稳定和发展基金继续运行。尽管欧亚经济联盟金融一体化机制的蓝图已基本形成,但其实施过程中受到一些因素的制约,其中成员国金融服务业彼此开放程度低是主要制约因素。

Finance is an important aspect of the integration mechanism under the framework of the Eurasian Economic Union.The free movement of capital,services and labor under the framework of the customs union,the common market of individual services and commodities and the coordinated and consultative macroeconomic policies under the framework of the unified economic space determine the construction of three different levels of financial integration mechanisms under the framework of the Eurasian economic union.In the construction of financial integration mechanism,the Eurasian Economic Union goes the following path:the various functional institutions cooperating with each other and advancing step by step;formulating a common financial market concept;implementing a coordinated monetary policy without ceding monetary sovereignty;building a regulatory mechanism on the basis of legal proximity of member states;and the Eurasian development bank and the Eurasian stability and development fund under the framework of the former Eurasian Economic Community continue to operate.Although the blueprint of the financial integration mechanism of the Eurasian Economic Union has basically taken shape,its implementation is constrained by some factors,among which the low degree of openness of financial services of the member states is the main constraint.
