广西国有林场事企分开改革研究

A Study on the Reform of Detachment between Governance and Economic Management in the State-owned Forest Farms in Guangxi

多年来,经过林业理论与实践工作者的不断探索,广西国有林场改革已取得了一定的成效,但国有林场事企不分,仍然是制约广西林业新一轮跨越发展的体制性障碍。文章从广西国有林场发展状况入手,对目前林场所属企业存在的问题及原因进行分析,以及对广西国有林场事企改革所面临的难题进行剖析,并针对存在的问题及难点,从完善林场企业管理体制、稳妥解决人员身份与员工安置等五方面,提出推进广西国有林场事企分开改革的相关对策。

Starting from the current situation of state-owned forest farms in Guangxi,the paper intends to analyze the existing problems and their causes,and to expound the challenges faced by the forest farms.Therefore,it is suggested in the paper that the reform of detachment between governance and economic management should be facilitated from five aspects,such as internal management system,rearrangement of farm employees.
