流域治理空间压缩趋势研究——以河长制为思考对象

Space Compression of Watershed Governance:Taking River Chief System as Object of Thinking

在新的工业化发展阶段,地方政府面对高质量转型发展要求和环境污染治理的压力,重新将流域治理置于优先治理任务清单,并创新推出河长制。河长制将治理任务层层发包,突破了最小行政级别,缩小了基础治理单元,通过治理空间压缩重构流域治理体系,实现对流域空间的全方位管控和综合性治理。河长制从"一把手"主牵头、任务分级包干、官民双轨合力等方面,强化了地方政府的合作治理能力。但运动式治理根源使河长制发展仍面临诸多问题,今后需要通过治理文化的现代化完善河长制,保证现代化流域治理体系的有效运转。

In the new stage of industrialization,the local government,faced with the demands of high-quality transformation and the pressure of environmental pollution control,has replaced watershed governance on the priority list of tasks and introduced the River Chief System.The River Chief Systemcontracts out the governance task to different levels,breaks through the minimum administrative level,narrows down the basic governance unit,reconstructs the riverbasin governance system by narrowing the governance space,and achieves all-round cont rol and comprehensive governance of the river basin space.It also has s treng thened the coopera tive governance capability of the local government from the aspects of chief leading,task grading and combi-nation of government and civilians.However,there are still many problems in the development of the system due to the root cause of sporty governance.So it is necessary to perfect the River Chief System through modernization of governance culture to ensure the effective operation of the moderngovernancesystem in the future.
