摘要
2018财年,美国食品药品管理局(FDA)信息化投入超过7亿美元。为管理好巨额信息化经费,FDA赋予并不断强化信息化管理部门的预算审查权。在此基础上,形成了首席信息官(CIO)预算审查、项目分类管理、投资的全生命周期管理、投资组合管理等制度体系,具有一定的参考价值,对我国信息技术投资管理制度的进一步制定和实施具有借鉴意义。
U.S.FDA′s IT investment funds in 2018 financial year is more than 700 million dollars.In order to make the funds more efficient,FDA has continuously strengthened the budget review authority of the information management department.FDA′s IT investment system is complicated,including CIO budget review,project classification management,investment life cycle management,investment portfolio management,which has certain reference value.
