Based on the theo-ries and methods of economy,sociology, system engineeringand GIS, this paper trys to bringforward some new methods forboth urban planning and man-agement by setting Cobwebmodel in different locations of acity. The case study of Bainitown brings us the informationas a reference that there are somespecial economic rules in differ-ent locations of a city.
