农业综合开发创新投融资机制是新常态下推进高标准农田建设的多赢之举和创新之策。研究以农业综合开发部门实施的创新投融资模式高标准农田建设项目为立足点,以重庆市"创投"项目的实践问题和困惑为突破点,借鉴其他省市、其他类似项目等经验,从投资标准、贷款条件、资金来源、项目管理等方面寻求政策支持。

Innovative investment and financing mechanism of comprehensive agricultural development is the win-win and innovation strategy to promote the construction of high-standard farmland under the new normal.Based on the innovative investment and financing mode implemented by the agricultural comprehensive development department,the high standard farmland construction project is taken as the foothold,the practical problems and puzzles of the“venture capital”project in Chongqing as the breakthrough point,by referring to the experience of other provinces and cities,other similar projects,etc.,policy support was found from aspects of investment standard,loan terms,funding sources,project management.
