社区主导发展在中国的实践述评及启示

社区主导发展以赋权为核心,赋予社区决策权和资源的控制权,社区与外界部门形成良好的伙伴关系,社区成员自主决策、自主组织、自主管理、自主监督以及自我受益。社区主导发展在中国的实践具有开展时间晚、涉及领域广及政府存干预的特点,是基于项目配置资金、由多部门支持的社区与地方政府发展模式。虽然社区主导发展在实践过程中面临着很多挑战,但在改善农户生存和发展方面以及社区治理和建设方面取得了良好的成果,其思想理论和实践经验可以为精准扶贫以及贫困治理提供有益的借鉴。

Community Driven Development(CDD)takes empowerment as the core and gives decision-making power and resources control power to the community.The community forms a good partnership with the external departments.The community members make decisions by themselves,organize on their own,make self-management,make independent supervision and benefit themselves.The practice of CDD in China has the characteristics of late beginning,wide coverage and government intervention.The practices in China are based on funds allocated according to the projects,and supported by multiple departments.At the same time,the development of community cooperates with the development leaded by local development.Although CDD faces many challenges in the course of practice,it has achieved great achievements in improving farmers’survival and development,as well as community governance and construction.CDD and the practical experiences can provide useful references for targeted poverty alleviation and poverty management.
