Probloms and Preventive Measures of Bidding below Cost in the Application Practice of the Lowest Pricing Bidding Method

经评审最低价中标法拥有招标效率高、有效预防腐败、资金使用效率高、增强企业内在动力等诸多优点。但部分投标企业往往通过编造虚假信息的恶劣手段低于成本投标,谋取中标资格,产生这种低于成本投标现象有招标文件编写操作性差、工程成本难以界定、评标专家库建设不科学等原因。因此,可以通过加大对投标企业的资格审查、创新专家库建设与管理、建立施工企业的信用评级制度、制定严谨的评标办法、确定工程成本、加强施工过程管理的策略,杜绝低于成本报价的现象出现。

The Lowest Pricing Bidding Method had many advantages such as high efficiency of bidding,effective prevention of corruption,high efficiency of capital use,enhanced internal motivation.But partial bidding enterprises often bid below cost though mean tricks of fabricating false information.Bidding lower than the cost had such reasons as poor operation of the bidding documents,difficult to define the engineering cost,unscientific to construct the bid evaluation expert library.So the phenomenon of bidding below cost could be eliminated by improving the following strategies:enlarge the qualification examination of the bidding enterprises,keep innovation of the construction and management of the expert library,establish the credit rating system of construction enterprises,formulate a rigorous method of bid evaluation,determine the cost of the project,strengthen the management of construction process.
