旅游扶贫视角下特困区新型“美丽乡村”建设研究

A Study on Building the New-Typed “Beautiful Village” from the Perspective of Poverty Alleviation by Tourism

十九大报告提出了乡村振兴战略,为传统"美丽乡村"建设的内涵和目标提出了新的要求。旅游扶贫是"美丽乡村"建设的重要路径,这尤其对于传统扶贫方式难有成效的燕山—太行山集中连片特困区来说更具现实意义。乡村振兴战略背景下燕山—太行山集中连片特困区的新型"美丽乡村"建设应充分利用旅游扶贫在就业拉动、完善基础设施、助推乡村智慧建设、挖掘乡村文化、加强传统风貌保护、提升特色品牌、塑造特色产业和推动乡村管理等方面的突出作用,全方位建设宜居、富裕、智慧、品牌、文化、生态、特色以及富有活力的具有浓厚乡愁的新型"美丽乡村",以加快实现党的十九大所确定的乡村振兴战略,打赢精准脱贫攻坚战,进而决胜全面建成小康社会。

Rural vitalization strategy is proposed in Xi Jinping’s report at19th CPC National Congress.This policy puts forward new requirements for the definition and tasks of traditional“Beautiful Village”.Poverty alleviation by tourism has been recognized generally as an effective way and the important path to build“Beautiful Village”and been supported with special funding and policy from government.This development pattern is very indispensable for Yanshan-Taihang Mountain area due to its terrible transportation and the poor land.“Beautiful Village”is a systematic project which strives to build a modern“Beautiful Village”with strong nostalgia from livable,rich,smart,intelligent,brand,cultural,ecological,distinctive,and vigorous characteristics,in order to accelerate the realization of the strategy of Rural Revitalization defined by the19th National Congress of the Party,win the battle of accurately eliminating poverty,and then win the victory to build a well-off society in an all-round way.
