推进公共文化机构法人治理结构改革须厘清的几个关系——以遂宁市“四馆”联合理事会为例

Several Relations to be Clarified to Promote the Reform of the Corporate Governance Structure of the Public Cultural Institutions: Taking the “Four Pavilions” Joint Council in Suining as an example

以遂宁市"四馆"联合理事会工作为例,介绍了"四馆"联合理事会制度的特色,指出了联合理事会制度推进中须厘清的理事会决策与现行行政领导体制的关系,理事会与各单位党组织、职代会三者的关系,社会理事权与责的边际关系。提出了出台理事会决策内容清单,在理事会制度大框架下,制定出决策重大事项的内容和程序以及建立理事免责和追责制度等具体措施。

Taking the Joint Council of the"Four Pavilions"in Suining as an example,this paper introduces the characteristics of the system of the Joint Council of the"four Pavilions',and points out the relationship between the decision-making of the Council and the current executive leadership system,the relationship between the Council and the Party organizations and the Congress of the various units,and the marginal relationship between the power and responsibility of the social directors which should be clarified in the promotion of the system of the Joint Council.The list of the contents of the decision-making of the Council is put forward.Under the framework of the Council system,his article makes out the content and procedure of making important matters,and establishes the specific measures such as the directors exemption and accountability system.
