按病种付费是针对我国医疗环境的弊端,使有限的医疗资源产生最大的利用价值、使不断上涨的医疗费用得到有效控制、有效控制人民群众就医负担、提高医保基金使用效率而推行的一项重大医改举措。本文通过阐述按病种付费发展情况、剖析按病种付费实施阻力及医疗机构实行按病种付费管理策略,以及按病种付费在福建省医疗机构的推行之路。

Payment based on the disease is a major health reform measure aimed at the drawbacks of the medical environment in China,to make the limited medical resources producing the greatest use value,reduce the medical expenses effectively and control the burden of medical treatment for the people,and to improve the efficiency of the health insurance funds usage.This paper expounds the development of payment based on disease types,analyzes the difficulty of payment based on disease type,and the management strategy of implementation of the medical institution's payment based on disease type,as well as the promotion of payment based on disease type in medical institutions of Fujian province.
