区域发展差异视角下企业资本来源对污染排放的影响——基于省级面板数据的分析

The Impact of Corporate Capital Sources on Pollution Emissions from the Perspective of Regional Development Differences——An Analysis based on Provincial Panel Data

企业资本来源不同对污染排放的影响在区域之间呈现较大差异。本文利用2004—2015年我国30个省市的面板数据,采用LSDV模型,考察了企业生产活动对废气和废水排放量的影响及其在各省市之间的差异估算。其中,为考察地区发展差异,依据能耗降低强度指标将30个省市划分为发达地区及欠发达和落后地区;按资本来源划分出内资、港澳台资以及外资企业,分析不同企业生产活动对污染物排放的影响。研究结果表明,内资、港澳台资企业与外资企业的生产活动对废气排放量与废水排放量的影响恰好完全相反:在发达地区废气排放方面,台湾在大陆投资的"污染晕轮效应"表现较为突出;而在发达地区废水排放方面,"污染天堂效应"与"竞次效应"发生了作用。

The impact of different sources of corporate capital on pollution emissions varies widely between regions.In this paper,we use panel data from30provinces and cities in China from2004to2015.The article uses the LSDV model to examine the impact of production activities on emissions of waste gas and wastewater,and estimates of differences between provinces and cities.Based on the energy reduction intensity index,we divide30provinces and cities into“developed regions”and“developing regions”to examine regional development differences;furthermore,we distinguish capital sources,analyze domestic capital,the impact of Hong Kong,Macao,and Taiwan Residents capital and the production activities of foreign-funded enterprises on pollutant emissions.The study found that the impact of domestic and Hong Kong,Macao and Taiwan-funded enterprises on emissions and wastewater discharges is exactly the opposite of that of foreign-invested enterprises.In terms of emissions from developed regions,the“contamination halo effect”of Taiwan's investment in the mainland has been more prominent;in the development of wastewater discharge in the developed areas,the“pollution paradise effect”and the“competition effect”have played a role.
