青海省山洪灾害防治非工程措施运行维护政策建议

Operation and maintenance of non-structural measures for mountain flood prevention in Qinghai Province

山洪灾害频发已成为青海省经济社会可持续发展的重要制约因素之一。在调研省市县三级防汛部门运行维护实践的基础上,挖掘各市(自治州)山洪灾害运行维护管理典型经验,查找青海省山洪灾害防治项目运行管理存在的问题,结合有关省级山洪灾害防治非工程措施运行管理模式调研成果,提出青海省山洪灾害防治非工程措施运行管理政策建议。

Frequent happening of mountain flood disaster has become the main constrain factor for sustainable development of economy and society in Qinghai Province.On the basis of investigation on flood defense practices at provincial,municipal and county levels,typical experiences of flood management are investigated,so as to found out problems with operation and management of flood control and disaster reduction projects.Policies for non-structural measures to prevent and defense mountain floods are proposed based on investigation results.
