中国农业发展方式转变指数构建与初步测度

Construction and preliminary measurement for index system of China's agricultural development pattern transformation

按照导向性、适量性、操作性、动态性的原则,选择农业生产方式、农业经营方式、资源利用方式和宏观管理方式作为二级指标,农业科技进步贡献率等30个可测、可比、可获得指标作为三级指标,运用层次分析法对每个指标赋权,构建农业发展方式转变指数评价指标体系。以此为基础,运用综合指数法对新世纪以来中国农业发展方式转变进行度量,结果显示,15年来,中国农业发展方式呈现快速转变趋势,进一步分析表明,农业发展方式转变需要有为政府调控与有效市场机制的双轮驱动。

According to the principles of orientation,appropriateness,operability and dynamics,agricultural production mode,agricultural management mode,resource utilization mode and macro-management mode are selected as the second-level indicators,and30measurable,comparable and available indicators such as contribution rate of agricultural scientific and technological progress,are taken as the third-level indicators to construct an index system for evaluating the index of agricultural development pattern transformation using the Analytic Hierarchy Process(AHP)to empower each index.On this basis,this paper uses the comprehensive index method to measure the transformation of China’s agricultural development pattern since the new century.The results show that in the past15years,China’s agricultural development pattern has shown a rapid changing trend.Further analysis shows that the transformation of agricultural development pattern needs the double-wheel driving of both the regulation of an efficient government and an effective market mechanism.
