摘要
科技创新是当前山东省新旧动能转换过程的关键。山东省近年来加大科技经费支出,以促进经济的良性发展。本文利用2009~2016年山东省地级市面板数据,通过建立面板数据随机前沿模型测度了各市规模以上工业的技术效率,实证分析了研究与试验发展(R&D)经费支出和研究与试验发展(R&D)人员数量对工业发展的作用。研究结论对政府制定科技政策具有一定的参考价值。
Scientific and technological innovation is the key to the current conversion process of new and old kinetic energy.Shandong Province has increased spending on science and technology in recent years to promote the sound economic development.This paper selects the panel data of prefecture-level cities in Shandong Province from2009to2016,measures the technical efficiency of the above-scale industries in the cities,and analysis the impacts of the research and experimental development(R&D)expenditures and the R&D personnel on industrial development by establishing a panel data random frontier model.Research conclusions have reference significance for scientifically policy decisionmaking.
