西部县域政府主导型治理模式的制度学分析——基于陕西省紫阳县的调研

A Structural Analysis of the Western County Government-oriented Administration——A Survey Based on Ziyang County in Shaanxi

西部地区县域政府主导型治理模式的核心在于有效的制度安排。政府治理模式的革新具有鲜明的本土化特征,治理绩效及治理过程的持续性随着政府依法治理理念的转型而得到有效保障。陕西省紫阳县政府从实践中创新,建构了以"政务服务大厅"、"五个一"工作法和"包组联户"为核心的便民服务机制,形成了一套较为完整的现代化治理体系。紫阳模式的制度经验表明,政府主导下的治理机制真正实现了服务型政府从理念到制度的转化,走出了西部县域政府治理网络化的本土模式。

The core of government-based rule at the county level is the effective governing system arrangement.The innovation of government rule is characterized by its domesticalization.Its sustainability in government performance is guaranteed by its governing by law.The Ziyang county council formed a convenience mechanism(government-service hall,Five“One”project and group partnerships)from practice,forming a set of integral modern rule system.The investigation shows that government-dominated rule mechanism is an initiative based on scientific decision-making,putting all efforts in nationals’interests.
