智慧水务市场嵌入及其利益主体参与机制研究——基于系统动力学模型

摘要 我国新信息技术的快速发展和广泛应用,不断推进着智慧城市向"低碳、绿色、和谐"的可持续方向发展,智慧水务在城市经济信息化发展过程中起着至关重要的作用。文章基于新社会经济学的市场嵌入理论,从智慧水务管理构架的技术、社会、经济三个层面分别选取了政府科技投入、公众平台建设、企业资本投入三个利益主体指标,借助系统动力学模型对智慧水务市场建设中的利益主体协调机制及市场嵌入管理进行了分析。结果表明,智慧城市水务建设的数据完善程度主要依靠利益主体共同参与,这样,智慧水务的市场嵌入才能起到明显的效果;社会资本投入对促进利益主体共同参与智慧水务建设的作用虽然较小,但会直接影响智慧水务市场建设的经济效果;智慧水务市场建设中的政府科技投入短期内无法满足利益主体的市场需求,但从长期来看,对提高公众参与度具有重要的作用。 The rapid development and wide application of the new information technology in China has continuously promoted the development of smart cities to the sustainable direction of the“low carbon,green and harmony”.Smart water plays a vital role in the development of the urban economic information.Based on the market embedding theory of the new social economics,this paper selects three stakeholders:the government technology investment,the public platform construction,and the enterprise capital investment from the technical,social and economic aspects of the smart water management framework to analyze the interest subjects’coordination mechanism and the market embedded management mode in the construction of the smart water market with the system dynamics model.The results show that the data perfection of the smart city water construction mainly depends on the joint participation of stakeholders,thus the market embedding of the smart water can achieve obvious effects;though the role of the social capital investment in promoting the participation of stakeholders in the smart water construction is not sufficient enough,it will directly affect the economic effects of the construction of the smart water market;the government s science and technology input in the construction of the smart water market cannot meet the market demand of the stakeholders in the short term,but in the long run,it will play an important role in improving the public participation in it.
