关于粤港澳大湾区水安全保障若干问题的思考

Thoughts on Issues of Water Security Strategy in Guangdong-Hong Kong-Macao Greater Bay Area

推进粤港澳大湾区建设已上升为国家战略,粤港澳大湾区的水资源、水生态、水环境、水灾害等新老水问题情势与应对和保障能力,与粤港澳大湾区建设要求相比,仍有一定的差距。加强粤港澳大湾区水安全保障,已成为关乎粤港澳大湾区建设成败的关键之一。在系统梳理粤港澳大湾区区情水情的基础上,对标建设国际一流湾区的标准,按照问题导向的要求,提出了推进粤港澳大湾区建设的思路、重点、任务,为下一步粤港澳大湾区水安全保障工作的开展提供了参考。

Promoting the construction of Guangdong-Hong Kong-Macao Great Bay Area has become a national strategy.Compared with the construction requirements of Guangdong-Hong Kong-Macao Great Bay Area,the remaining and emerging problems of water resources,water ecology,water environment and water disasters and the ability to control them are still not balanced.Strengthening the water security has become one of the keys to the construction of Guangdong-Hong Kong-Macao Great Bay Area.On the basis of systematically sorting out the development situation and watercondition of Guangdong-Hong Kong-Macao Greater Bay Area,this paper puts forward the ideas,key points and tasks of promoting the construction of Guangdong-Hong Kong-Macao Greater Bay Area according to the requirements of problem-oriented standard for the construction of international first-class Bay Area,which provides a reference for the further development of water security in Guangdong-Hong Kong-Macao Greater Bay Area.
