为了探索新时代关中-天水经济区创新体系及产业升级路径,通过横向纵向的比较与相关量化指标的测评,系统地评估了关中-天水经济区的创新发展历程.发现在丝绸之路经济带建设背景下,关中-天水经济区综合经济实力、产业水平有大幅度提高,但市场环境与政策背景不成熟,产业结构趋同化以及技术瓶颈等问题十分严峻.对此关中-天水经济区要以"一带一路"实施为契机,加强创新体系建设,确立创新引领产业升级发展的路径机制,以西安丝路区域金融中心建设为契机,形成高新技术与金融中心的高效整合与相互促进格局,再造创新引领、低碳导向和城镇化为依托的产业发展体系.

In order to explore the innovation system and industrial upgrading path of the new era Guantian Economic Zone,the creativity of Guantian Economic Zone is systematically evaluated through the longitudinal and transverse comparison and related quantitative indicators.It is found that under the background of the construction of the Silk Road Economic Belt,the comprehensive economic strength and industrial level of the Guantian Economic Zone have been greatly improved,but the market environment and policy background are immature,the industrial structure is merging and the technical bottleneck is prominent.The Guantian Economic Zone should take the“One Belt,One Road”as an opportunity to strengthen the construction of the innovation system,establish the path mechanism of innovation leading the industrial upgrading and development,and take the opportunity of the construction of the Xi′an Silk Road regional financial center to form an efficient integration of high-tech and financial centers.An industrial development system is based on mutual promotion,reinvention and innovation,low carbon orientation and urbanization.
