统筹城乡视角下福建后扶贫时代可持续发展探析

Sustainable Developing Path for Fujian in the Post-Poverty Era Based on the Overall Urban and Rural Perspective

【目的/意义】基于统筹城乡的视角,探索更新更高效的后扶贫时代农村发展模式,使福建在新时代发展背景下更好地开展扶贫工作,提高脱贫的稳定性和可持续性。【方法/过程】运用文献法、系统论方法等研究方式,梳理扶贫政策的发展演变,探究统筹城乡发展与扶贫可持续的内在逻辑,分析后扶贫时代福建扶贫遭遇的困境。【结果/结论】提出建立科学多维扶贫标准体系,构建城乡统一的公共服务体系,优化农村贫困人口收入结构,开展贫困家庭医生签约服务,构建社会组织参与扶贫激励机制等后扶贫时代建设重点与机制安排。

【Objective/Meaning】Based on the perspective of coordinating urban and rural areas,the newer and more efficient rural development model for Fujian in the post-poverty era was explored to provide support for the poverty alleviation work in Fujian under the context of new era development background and to improve the stability and sustainability of poverty alleviation.【Methods/Procedures】Using literature and system theory,we summarized the developing process of poverty alleviation policy,explored the internal logic of coordinating urban and rural development and poverty alleviation,and analyzed the plight of Fujian’s poverty alleviation work in the post-poverty era.【Results/Conclusions】Based on the above results,it was proposed to establish a scientific multi-dimensional poverty alleviation standard system,to build a unified public service system in urban and rural areas,to optimize the income structure of poor people in rural areas,to carry out doctor contracting services for poor families,and to build incentive mechanism for social organizations’participation in poverty alleviation as the construction emphasis and institutional arrangements in the post-poverty era.
