Practice and Mechanism Innovation of Rural Industry Poverty Alleviation in Fujian

【目的/意义】通过分析福建农村产业扶贫的主要做法与成效,提出创新福建农村产业扶贫机制的对策建议。【方法/过程】走访扶贫办、贫困村、省属企业等单位,采用座谈、实地访问、查阅资料等方法进行数据采集分析。【结果/结论】坚持党建引领,充分发挥基层党组织在脱贫攻坚中的战斗堡垒作用;加强动态管理,做到精准识别,精准施策;强化文化扶贫,激发贫困地区发展的内生动力;壮大龙头企业,更好地发挥带动辐射作用;保障利益共享,充分调动各方利益主体的积极性;构建扶贫合力,营造良好的社会氛围等方面提出促进福建农村产业扶贫建议。

【Objective/Meaning】By analyzing the practice and effects of poverty alleviation of rural industry in Fujian,countermeasures and suggestions were put forward to innovate the mechanism of poverty alleviation for agricultural industry in Fujian province.【Methods/Procedures】The research data was collected by visiting the poverty alleviation offices,poverty-stricken villages,provincial enterprises and other organizations through discussion,field interview and literature review.【Results/Conclusions】The following suggestions were proposed:insisting on the leadership of the Party and bringing grass-roots Party organizations into full play in the fighting with poverty;strengthening dynamic management and achieving accurate identification and precise implementation;strengthening cultural poverty alleviation by stimulating the endogenous power of poor areas;enlarging leading enterprises to better play the role of driving radiation;ensuring interests sharing to fully activating the enthusiasm of all stakeholders;realizing joint efforts on poor alleviation and creating a good social atmosphere.
