关于《长城保护条例》修改的建议

Suggestions on the Revision of the Great Wall Protection Regulations

长城是世界文化遗产,是中华民族的宝贵精神财富,但现实中长城的保护现状不容乐观,存在自然和人为的损害。《长城保护条例》颁布十多年了,但因制定时长城保护的时机还不太成熟,长城保护积累的经验还不多,所以其体例比较模糊,有很多具体的制度需要增加和修改。随着近几年长城保护经验和教训的积累,地方长城保护立法的增加,积累了一定的立法经验,现从行政法律体系统一的角度,综合现行的与长城保护有关的立法情况,提出《长城保护条例》的修改建议。

The Great Wall is a world cultural heritage and a valuable spiritual asset of the Chinese nation.However,in reality,the protection of the Great Wall is not optimistic,and there are natural and man-made damage.The Great Wall Protection Regulations have been promulgated for more than ten years.However,the timing of the protection of the Great Wall is still not mature at the time of enactment.The experience of the protection of the Great Wall is still not much,so its style is rather vague and there are many specific systems that need to be added and modified.With the accumulation of experience and lessons learned from the Great Wall in recent years,the local Great Wall protection legislation has increased and accumulated certain legislative experience.Now,from the perspective of the unification of the administrative legal system,the current legislation related to the protection of the Great Wall is integrated,and the suggestions for amendments to the Protection Regulations of Great Wall is proposed.
