摘要
基于模糊数学原理,提出将模糊综合评价理论应用于PPP(Public Private Partnership)后期运维养护评价工作中。对于政府付费的PPP项目,在政府绩效考核时,针对考核指标对各个指标进行打分,然后综合各个指标权重,对社会资本进行实用性付费,针对各种绩效考核评价体系,采用平衡记分卡的思想,探讨市政道路的运营养护。
Based on the principle of fuzzy mathematics,the fuzzy comprehensive evaluation theory is applied to the operation and maintenance evaluation of PPP.For PPP projects paid by the government,in the performance appraisal of the government,each index is scored according to the appraisal index,and then the weights of each index are synthesized to pay social capital for practical part.The idea of balanced scorecard is adopted for various performance appraisal evaluation systems,aiming at the maintenance of municipal roads.
