“丝绸之路经济带”高技术产业创新效率研究——基于西部9省市区的实证分析

Research on the Innovation Efficiency of High-Tech Industries Along the Silk Road Economic Belt:Based on Stochastic Frontier Analysis of western Cities and Areas

"丝绸之路经济带"的高技术产业创新能力已成为沿线各省市区经济增长的重要源泉,其创新效率的分析意义重大。本文采用随机前沿分析法构建面板数据,从科技投入、产出和环境支撑角度对"丝绸之路经济带"西部9省市区的高技术产业创新效率进行测算。研究表明,西部9省市区中西南地区整体创新效率比西北地区相对较高,同时存在"高投入低效率"、"低投入高效率"等情况。构建Tobit模型探索不同地区高技术产业创新效率的影响因素,结果表明,西南地区的创新效率受到金融、科研、社会和经济的促进作用,西北地区部分省区创新效率受到金融、经济、科研等因素影响,最后借助实证结论对"丝绸之路经济带"西部9省市区高技术产业创新效率提升提供相应建议。

The technological innovation capability of high-tech industries in the“Silk Road Economic Belt”has become an important source of economic growth along the provincial areas.The analysis of its innovation efficiency is of great significance.In this paper,stochastic frontier analysis is used to construct the panel data to calculate the innovation efficiency of high-tech industries in nine provinces along the Silk Road Economic Belt and its influencing factors from the input of science and technology,output and environmental support measures.The research shows that the overall innovation efficiency of the central and southwest regions in the nine provinces and municipalities is relatively higher than that in the western regions,with the conditions of“high input and low efficiency”and“low input and high efficiency”.And then build Tobit model to continue to explore the influencing factors of high-tech industry innovation efficiency in different regions.The efficiency of technological innovation in Southwest China is affected by the financial,scientific research,social and economic promotion.The technological innovation in some provinces and cities in Northwest China is affected by the factors of finance,economy and scientific research,and finally With the help of empirical conclusions,we can give some advice to the“Silk Road Economic Belt”along the provincial high-tech industry innovation efficiency.
