论哈贝马斯对技术统治论的反思

On Habermas' Reflection on Technocracy

哈贝马斯在西德理论界对科技进步与社会发展的反思基础上,关注了技术与资本主义社会的关系,对技术统治论进行了分析,概括出三种技术统治论模式;他指出技术统治论把技术解决问题的方法用于社会生活之中的形式特征,概括了技术统治论的核心观点及其关系,分析了技术统治论的意识形态维护统治的功能;从技术与民主的关系看,他认为技术无法为统治提供合法性,技术统治论不能代表民主社会的发展方向,主张改变技术统治论的出路是为技术的社会应用及其功能划出界限,走向一种商谈民主政治。哈贝马斯总体上对技术统治论持一种批判反思立场,认为技术统治论是一种诱惑。

Habermas,on the basis of reflecting on the scientific and technological progress and social development in the West German in theory circle,paying attention to the relationship between technology and capitalist society,analyzed the technocracy to summarize three models of technocracy.He pointed out the formal characteristics that the technical solution to the problem which was applied to the social life,summarized the core views and their relations of the technocracy,analyzed the ruling function of technocracy'ideology.From the relationship between technology and democracy,he believed that technocracy could not provide legitimacy for domination,the technocracy could not represent the direction of development of a democratic society.He argued that the way to change the technocracy was to draw a line for the social application of technocracy and its functions.Generally speaking,Habermas holds a critical position on the technocracy,and thinks the technocracy just a lure.
