文化惠民项目供给与人民文化需求的有效对接——基于河北省石家庄市的典型案例分析

Effective Connection Between the Supply of Cultural Benefiting Project and the Cultural Needs of People: A Case Study of Shijiazhuang City, Hebei Province

党的十九大报告明确提出:"要完善公共文化服务体系,深入实施文化惠民工程,丰富群众性文化活动。"文化惠民工程是我国文化建设的重要组成部分,是新时代应对文化领域中人民美好生活需要与供给不平衡不充分矛盾的具体举措。当前文化惠民项目的供给取得了显著成效,在实践中涌现出不少成功案例,但也存在总量和力度不足、保障机制不足、模式创新不足等突出问题。为进一步发挥文化惠民项目的重要作用,应合理发挥政府主导作用,加强项目供给过程管理,并合理引导居民文化需求。

The report of the19th National Congress of the Communist Party of China clearly stated:"We should perfect the public cultural service system,put the cultural benefiting projects into effect,and enrich the mass cultural activities."The cultural benefiting project is an important part of China's cultural development,and it is a concrete measure to cope with the contradiction between the people's needs for a better life in the cultural field and the unbalanced and inadequate supply in the new era.Nowadays,the supply of cultural benefiting projects has achieved remarkable results and we can find many successful cases in practice,but there are also prominent problems such as:the quantity and the guarantee mechanism of the cultural projects are insufficient,the lack of pattern innovation is also very significant.The government should play an important role to lead cultural projects benefit people,and they are supposed to strengthen the program management and guide the cultural needs of people reasonably.
