城乡居民医疗卫生公共服务满意度现状研究

A Study on the Satisfaction of Medical Service and Public Service between Urban and Rural Residents

目的了解政府提供医疗卫生服务的城乡居民满意度,分析城乡居民对医疗卫生服务满意度的影响因素。方法采用2013年中国综合社会调查(CGSS)数据,对城乡居民的医疗卫生公共服务满意度现状进行调查,并分析城乡居民个人的不同特征要素对医疗服务满意度的差异。结果城乡居民对医疗卫生公共服务的各项内容处于中等满意水平;对医疗卫生资源配置的满意状况处于中等偏下水平,认为医疗卫生资源配置均衡性不足,且过于市场化而公共性不足;城乡居民认为目前医疗卫生服务最需加强完善的是:药品安全管理,卫生监督协管(食品、饮水、公共场所等),儿童、孕产妇及老年人保健。除了商业性医疗保险外,居民个人的教育程度对医疗公共服务的满意度存在负向影响;经济状况、城乡基本医疗保险和社会阶层对居民医疗公共服务的满意度存在不同程度的正向影响。结论我国城乡居民对医疗公共服务的总体满意度处于一般水平,目前的医疗服务水平有待提高。

Objective To understand the satisfaction of urban and rural residents on the medical and health services provided by the government,and to analyze relating influencing factors.Methods Based on the comprehensive social survey data(CGSS)of 2013,the satisfaction status of urban and rural residents’ public health service was investigated,and the differences of different characteristics of urban and rural residents were analyzed.Results Urban and rural residents’ satisfaction on the medical and health services was at a moderate level.Their satisfaction towards the allocation of medical and health resources was in the middle-lower level.They thought that the allocation of medical and health resources was not balanced enough,too market-oriented and lacked of public nature.They thought that the current health care services needed to strengthen the development of:drug safety management,health supervision and management(food,drinking water,public places,etc.),children,maternal,the elderly health care.In addition to commercial health insurance,the degree of personal education of the residents had a negative impact on the satisfaction of medical public services.The economic status,urban and rural basic medical insurance and social class had different degrees of positive impact on medical public service.Conclusion The overall satisfaction China’s urban residents and rural residents on medical public services is at a medium level and the current level of medical services need to be improved.
