我国城市图书馆年报制度建设现状分析与策略研究

Analysis and Strategy Research on Annual Report System Construction of City Library in China

图书馆年报制度作为处理国家、图书馆、社会、公民之间互动关系的完整架构与机制,是现代图书馆制度的重要构成,更是现代国家治理体系的重要组成部分。采用文献调研、网络调研、问卷调查等方法,对全国各省、市级图书馆的城市图书馆年报制度建设现状进行调研发现,深圳图书馆、广州图书馆建立了年报制度或规范,但在年报编制过程中存在制度设计不完善、内容结构缺乏吸引力、数据统计口径不一致、编制缺乏及时性等问题。城市图书馆可从完善制度设计、用户感受、监督评估方面提出策略,为新一轮机遇期下公共图书馆年报制度的建立和年报编制提供借鉴意义。

As a complete structure and mechanism dealing with the interaction among the state,library,society and citizens,library annual report system is an important component of modern library system and an important part of modern state governance system.By literature,network and questionaire research,current situation of the annual report system construction of city library is investigated in provincial and municipal libraries across the country.According to the survey,Shenzhen Library and Guangzhou Library have established annual report system and norms.However,there exist problems in preparing annual report,such as imperfect system design,unattractive content structure,inconsistent data statistics and timeliness.City library should improve the strategy in perfecting system design,user experience,supervision and evaluation,so as to provide reference for annual report system construction of public library and report preparing in n ew opportunities.
