智库联盟探究

A Research Analysis on Think-tank Alliances

智库联盟汇集各学科领域的专家学者及丰富的资源,整合优化后能够克服单一智库主体发展的障碍,以长期、全面、稳定的战略合作关系提供科学决策和咨询服务。但当前国内已有的智库联盟各主体之间合作的层次还不够深入,大多还处于较浅的联合阶段,影响了功能的最优化发挥。可通过注重研究的精细深入、打造联盟服务平台,建立联盟的成果验收与转化机制,完善联盟的人才管理机制,构建联盟的成果评价、经费管理和宣传推广体系等4个方面来优化智库联盟建设,从而使智库联盟达到深层次的服务水平。

The alliances of think tanks integrate the experts and scholars of various fields and abundant resources,and can thus help to overcome the obstacles that single think tanks are confronted with in their development.The alliances can offer scientific decision-making and consultation services based on the longterm,all-out and stable strategic cooperative relations among single think tanks.Based on an analysis of the time of establishment and the functional orientations of32think-tank alliances in China,this paper proposes some strategies for optimizing the constructions of the alliances so that they can perfect their services and make greater contributions.The strategies include:conducting in-depth research,establishing achievements acceptance and transformation mechanisms,perfecting the talent management mechanisms and constructing the systems for achievements evaluation,fund management and promotional publicity.
