供给侧结构性改革视角下新建本科院校学科建设

摘要 学科建设是新建本科院校建设和发展的核心,是增强办学实力、实现跨越式发展的必然选择路径。在分析新建本科院校学科建设供给链存在突出问题的基础上,从引导当地高校做好学科建设顶层设计、加大资金的投入力度、建立新型管理机制等方面提出政府政策链的改革措施,从调整学科结构和方向、建立高水平的学科队伍、优化学科建设条件、提高学科建设绩效评估的科学性等方面提出高校建设链的改革措施,从强化社会参与意识、推进产学研一体化、打造学科建设社会支持环境等方面提出社会支持链的改革措施。 Disciplinary construction is a core area in the development of newly-established undergraduate colleges and an unavoidable route for them to take in improving their strength and achieving their leapfrog development.Based on an analysis of some major problems in the supply chain,this paper proposes some reform measures from the perspective of the policy chain,for example,guiding these institutions to well complete the top-level design,increase the fund input and establish new management mechanisms for the construction in question.From the perspective of the construction chain,it also proposes some reform measures,for example,adjusting disciplinary structure and directions,building a high-quality construction teams,optimizing construction conditions,and improving and establishing scientific mechanisms for construction performance evaluation.It further proposes some measures from the perspective of community-support chain,for example,strengthening the awareness of community participation,promoting the integration of production,education and research sectors,and forging a community support environment.
