The construction of Hainan Free Trade Zone/Port needs to reflect Chinese characteristics and meet the requirements of its own development orientation.This paper analyzes the necessity of developing aircraft leasing industry in Hainan Free Trade Zone,draws on the successful experience of leasing industry cluster development from domestic and overseas cases,gives development advices according to local conditions,and puts forward specific policy suggestions from the aspects of strengthening tax incentives,deregulating financial control,innovating customs supervision mode,optimizing the business environment,and training professionals,etc.
