加速落实民办高校分类管理政策的实践路径

The Practice Path of Accelerate the Implementation of Private Colleges and Universities Classification Management Policy

2017年以来,伴随着《民办教育促进法》的修订及国家指导意见的贯彻,各地政府积极出台了促进民办教育健康发展的相关政策。民办高校迎来了分类登记、差别化管理的发展机遇。然而,在分类管理政策落实的过程中各地民办高校对分类管理的政策仍然存在认识上的偏差,尤其是对分类管理的具体思路、举措、方式及保障机制的认识不够明确,分类管理总体进程缓慢。在新形势下,加强民办高校的主体意识,转变民办高校的办学理念,提升民办高校的社会地位,完善并优化国家、地方政府、相关职能部门"三位一体"的顶层政策设计,是加速分类管理步伐的重要途径。

From 2017,with the revision of“Law of Promoting Private Education”and the implement of national guidance,the local governments actively publish policies which can promote private education to develop healthily.Private colleges meet with the chance of classification registration and differential management.In general,relevant policies in local governments are macroscopic,general,but lack of concise and materiality,especially the specific ideas,measures and safeguard mechanism of differential management.Furthermore,private colleges have cognitive bias in the implementation of classification management.The overall process of classification management develops slowly.With the new form,making further efforts to optimize the trinity policy,changing the concept of private colleges,deepening the subject cognition and promoting the situation of private colleges are the forces to push forward the development of classification management.
