发达国家城市群产业链与高等教育的协同发展及其对京津冀发展的启示

The Coordinated Development of Industrial Chains and Higher Education in Developed Cities and Its Enlightenment to the Development of the Beijing-Tianjin-Hebei

城市群是现代经济社会高度发达的重要标志之一,是国家或区域参与价值链分工的地域单元,对于国家发展,甚至是全球经济格局都有着重要影响。城市群的形成要遵循市场经济发展规律,不断推进产业结构优化、转型升级,并建立可持续发展的产业链。在产业链形成和发展过程中,高等教育协同发展发挥着独特的作用,不仅为其发展提供科技创新支持,而且提供尖端人才支撑。本文梳理了纽约、伦敦、东京、巴黎、洛杉矶等城市群产业链与高等教育的协同过程,提出了产学研联合体、疏解迁移、资源整合三种协同模式,总结了不同模式的匹配布局,并提出了对于京津冀高等教育优化调整融入产业链的相关启示。

Urban agglomeration is one of the important indicators of the highly developed modern economic society.It is a regional unit of state or regional participation in the division of value chain,which has an important impact on national development and even the global economic structure.The formation of urban agglomerations must follow the law of market economic development,continuously promote industrial structure optimization,transformation and upgrading,and establish a sustainable industrial chain.In the process of the formation and development of the industrial chain,the coordinated development of higher education plays a unique role,not only providing scientific and technological innovation support for its development,but also providing cutting-edge talent support.This paper sorts out the synergistic process of industrial chain and higher education in urban groups such as New York,London,Tokyo,Paris,Los Angeles,and puts forward three synergistic modes of industry-university-research consortium,reconciliation and migration,and resource integration,and summarizes the matching layout of different modes.This paper puts forward some inspirations for the optimization and adjustment of the Beijing-Tianjin-Hebei education to the industrial chain.
