上海自贸试验区与科创中心建设战略联动,要求对标国际高标准,充分发挥"双自联动"的叠加效应和联动优势,促进制度创新、开放创新、金融创新、科技创新的深度融合,带动长三角和长江经济带开放创新,成为服务"一带一路"建设的桥头堡。到2020年,加快建成具有强大原始创新能力的张江综合性国家科学中心和全球最佳的张江科学城。到2030年,努力把"双自联动"区域建成具有全球影响力的科技创新中心、创新资源配置中心、人才"双创"孵化中心、国际科技金融中心、国际技术贸易中心。

To completed the strategic linkage between Shanghai Pilot Free Trade Zone and the Science and TechnologyInnovationCenter’s construction,we should dock the high standards of the international standards,give full play to the superposition effect and linkage advantage of“double self-linking”,and promote the deep integration of institutional innovation,open innovation,financial innovation and technological innovation,driven the opening and innovation of the Yangtze River Delta and the Yangtze River Economic Belt and to become the bridgehead for the construction of“the Belt and Road”.By 2020,we will accelerate the construction of the Zhangjiang Comprehensive National Science Center with strong original innovation capabilities and the world’s best Zhangjiang Science City.By 2030,we will strive to transform“double self-linking”region into a science and technology innovation center,an innovation resource allocation center,a talent“double creation”incubation center,an international technology finance center,and an international technology trade center with globally influence.
