内蒙古特色小城镇培育建设研究

Research on the Cultivation and Construction of Inner Mongolia Characteristic Small Town

新型城镇化背景下特色小城镇的培育建设工作,是新一轮城乡改革的抓手,反映着更深层次的城乡关系。文章以内蒙古12个国家级特色小城镇为研究对象,从核心特色要素培育入手,分析现阶段存在的主要问题,尝试探讨未来发展定位的基础上,总结内蒙古地区特色小城镇培育经验。提出分级统筹引导,协调城镇布局;整合特色资源,提升城镇旅游功能;研究产业功能,打造特色产业品牌;挖掘地域属性,营造特色服务空间和政策设计先行,创新体制机制的特色发展路径,旨在对民族地区如何因地制宜推进特色小城镇的培育建设工作提供可鉴经验。

Under the background of the new urbanization,the construction work of characteristic towns is a new round of urban and rural reform gripper reflects the deeper relationship between urban and rural areas.Taking 12 national characteristic towns of Inner Mongolia as the research objects,this paper starts from the cultivation of core characteristic elements,analyzes the main problems existing at the present stage,tries to explore the future development orientation,and summarizes the cultivation experience of characteristic towns in Inner Mongolia.The following characteristic paths are proposed:Consolidate the foundation of each town and guide the development of multi-town groups;Integrate featured resources to enhance the function of urban tourism;Research industry function and build the characteristic industry brand;Dig the region attribute,build characteristic service space and Policy design first,innovation system mechanism,in order to provide some experience on how to promote the cultivation and construction of special towns in minority areas according to local conditions.
