莒县农村集体产权制度改革探索与实践

Exploration and Practice of Rural Collective Property Right System Reform in Ju County

农村集体产权制度改革是巩固社会主义公有制、完善农村基本经营制度的必然要求,是维护农民合法权益、增加农民财产性收入的重大举措。本文从明确改革目标统一工作流程、探索股权设置模式、抓实改革的关键环节和强化保障措施4个方面,阐述了莒县在农村集体产权制度改革探索中的具体实践经验,分析探讨了莒县农村集体产权制度改革取得的显著效果,并提出了进一步促进莒县农村集体产权制度改革的建议对策。

The reform of rural collective property right system is the inevitable requirement of consolidating socialist public ownership and improving rural basic management system.It is also an important measure to safeguard the legitimate rights and interests of farmers and increase their property income.This paper expounded the practical experience of Ju county in exploring the reform of rural collective property rights system from four aspects,induding defining the reform objectives,unifying the work flow,exploring the mode of equity setting,grasping the key links of reform and strengthening the safeguard measures.It also analysed and discussed the remarkable effects of the reform of rural collective property rights system in Ju county,and put forward the following points.Some suggestions were put forward to further promote the reform of collective property rights system in rural areas of Ju county.
