完善农村最低生活保障制度对策研究——以菏泽市为例

Study on Countermeasures of Perfecting Rural Subsistence Security System——Taking Heze City as an Example

自民政部于1996年确定在烟台、永昌、平泉和彭州进行农村最低生活保障制度的试点以来,此制度已走过了20多年的发展历程。在社会主要矛盾已发生转变的时代背景下,农村低保制度在低保标准界定、低保对象识别、资金保障责任以及管理运行程序等方面需要完善。为此,应科学制定保障标准;精确瞄准目标对象;真正落实资金保障和切实完善运行管理机制。

Since the Ministry of Civil Affairs decided to pilot the rural minimum living security system in Yantai,Yongchang,Pingquan and Pengzhou in1996,the system has gone through more than20years of development.Under the background of the transformation of the main social contradictions,the rural minimum living standard system needs to be improved in terms of the definition of the minimum living standard,the identification of the objects,the responsibility of fund guarantee and the management and operation procedures.To this end,we should scientifically formulate safeguard standards,accurately target the objects,truly implement financial security and effectively improve the operation and management mechanism.
