Interdepartmental Management of Property Involved: Background, Practical Exploration and Surmounting Difficulties

当前,为做好执法活动中涉案财物管理工作,不少地方都开展了富有成效的改革和尝试。然而,有关涉案财物跨部门管理制度的构建仍面临着多头管理、利益驱动、职责不明等一系列现实困境,改革的难度很大。对此,需要进一步紧扣改革要求,坚定"党委领导、公安为主、部门协调、共同参与"的改革路径,通过坚持问题导向、目标引领和手段创新,以努力实现对各种难题的化解与超越。

Currently,some effective reforms and attempts have been made in many places to address issues involving property management in law enforcement activities.However,the establishment of the cross-departmental management system is still faced with a series of practical difficulties,such as multi-headed management,profit-driven orientation,and unclear responsibilities,which make the reform difficult in practice.In this regard,we need to further follow the reform requirements,firmly adhere to the reform path of“party committee leading,public security leading,department coordination and joint participation”,and strive to resolve and surmount various difficulties by adhering to the problem orientation,goal guidance and means innovation.
