公安机关处置群体性暴力事件应当力求遵循最小暴力原则。快速处置应是防控集体暴力的基本要求。现场处置的首要目标是尽快疏散、驱散违法人群。严密的防暴队形及机动灵活的战术运用是确保防暴控制快速坚决、最大程度减少伤亡、降低处置成本的关键。公安机关防暴力量要装备齐全,强化针对性训练。

Public security organs should follow the principle of minimal violence when dealing with mass violence.Rapid disposal should be the basic requirement to prevent and control collective violence.The primary goal of on-site disposal is to evacuate and disperse the crowd as soon as possible.Correct riot formation and maneuverable tactical application are the key to ensuring rapid and resolute riot control,minimizing casualties and reducing disposal costs.The riot control forces of public security organs must be fully equipped and targeted training should be strengthened.
