“一带一路”倡议与东北地区振兴联动发展战略研究

Study on the Linkage Development Strategy of "The Belt and Road" Initiative and Revitalization of the Northeast

"一带一路"倡议和东北振兴战略是推动我国未来经济发展的两项重要举措。两项举措之间具有密切的联系和许多交叉点,不应孤立割裂发展,而应深入分析和把握其内在联系,探索合作机制,使彼此能够相互促进、相互补充。研究通过分析"一带一路"倡议和东北振兴战略联动发展的必要性,包括提升东北地区对外贸易水平、促进东北地区经济增长、推动东北地区供给侧结构性改革以及提升东北地区新型城镇化建设水平,综合运用"增长极"理论、"新李斯特经济学"观点等对两者之间联动发展的可行性进行分析,从而提出东北地区应当通过加强区域间合作、优化产业发展体系、营造良好的企业发展环境、加强服务型政府的建设等发展路径,使"一带一路"倡议与东北地区振兴两项举措相互促进、相互补充,最终实现两者的联动发展。

"The Belt and Road"initiative and the strategy of revitalizing the Northeast are two important initiatives to promote the future development of China's economy.They should not be separated,but deeply analyzed and grasped to promote and complement each other through cooperation mechanism because of their close relationship.Based on the analysis of the necessity of"The Belt and Road"initiative and the strategic linkage development of Northeast Revitalization,including raising the level of foreign trade in the Northeast region,promoting economic growth,the supply-side structural reform and the level of new urbanization construction in the Northeast region,this paper makes an analysis of the feasibility of the linkage development between the two by using the theory of"growth pole"and the viewpoint of"New Lester Economics",pointing out that Northeast China should optimize the system of industrial development,create a good environment for enterprise development,and strengthen the construction of service-oriented government through strengthening inter-regional cooperation.Thus,the two initiatives could promote and complement each other,and finally realize the linkage development between them.
