中俄共建“北极蓝色经济通道”的路径和策略

北极的可持续性开发对全人类具有划时代的意义,以俄罗斯、加拿大、美国为代表的"北极国家"更是早早把北极的开发计划提升到国家战略的高度,对于众多非北极国家来说,参与北极的建设也非常有利于国家未来的发展。从2014年开始,在具有相同利益的战略规划的指引下,中俄两国积极推动北极共建,提出"北极蓝色经济通道"建设路径和三维发展体系,将"北极蓝色经济通道"的共建作为一项系统工程,集政府调控、产业导向、企业示范三位一体,这是一项时效性兼具前瞻性、精益化兼具全面性的发展策略。

Sustainable development of the Arctic is of epoch-making significance to mankind.Arctic countries,represented by Russia,Canada and the United States,have raised Arctic development plans to a high level of national strategy.At the same time,participating in the construction of the Arctic is also very conducive to future development for many non-Arctic countries.Since 2014,under the guidance of strategic planning of same interests,China and Russia have actively promoted the construction of the Arctic,and put forward the construction path and three-dimensional development system of"Arctic Blue Economic Passage".As a systematic project,the"Arctic Blue Economic Passage"is a trinity of government regulation,industry orientation and enterprise demonstration.It is a forward-looking,lean and comprehensive development strategy.
