安徽省第三轮市、县级矿产资源总体规划编制中的问题及改进建议

ISSUES WITH THE THIRD-ROUND OVERALL PLANNING OF MINERAL RESOURCES AT CITY AND COUNTY LEVEL IN ANHUI PROVINCE AND PROPOSED SOLUTIONS

通过安徽省第三轮市县规划的编制范围、承编单位统计的基础上,从矿产开发与资源产业布局、砂石黏土/小型非金属矿产资源开发管理、矿山地质环境保护与治理、绿色矿山建设、矿业权设置区划等方面,对市级和省管县及规划的编制内容进行论述,对规划编制、审查情况存在的问题进行了总结,并提出了进一步提高矿产资源规划的作用和地位、提高规划的科学性和时效性、区别市、县级矿产资源规划的功能定位和严格执行矿产资源规划实施制度等对策和建议。

Based on the range of the third-round city and county planning of Anhui Province and the statistics provided by the preparing units,from the aspects such as the mineral development and resource industry layout,the aggregate,clay and small non-metals development and management,mine geo-environment protection and governance,green mine construction and mineral right zoning,etc.,this paper expounds the planned contents,summarizes existing issues with the plan making and reviewing,and gives suggestions for further improving the role and status of the mineral resource planning,bettering the scientificity and timeliness of the planning,dist inguishing the funct ion orientat ion of mineral resources planning at ci ty and county level,and strictly executing the implementation system of mineral resources planning.
