为了使政策制定者对于烟台市智库建设的发展现状具有一个较为清晰的全局性把握,首先介绍新型智库的政策背景,研究意义,然后分析智库在全国的发展现状,最后介绍烟台智库的基本情况、成绩,及与其他大城市相比,在智库建设方面的不足和差距。使用的研究方法有两分法、概念法、归纳法、分类法、定性分析法、问卷调查法等。研究的结论是应辩证看待烟台市新型智库发展现状,既要看到烟台智库发展业已取得的成绩,也要充分认识到烟台智库发展的短板。

This paper mainly tries to make the policy -makers have a comprehensive nderstanding of the current situation of the development of think tank of Yantai.This paper first introduces the policy surroundings and the value of constructing new type of think tank,then presents the current situation of the development of think tanks nationwide,lastly discusses both the achievement and the shortcoming of the development of think tanks of Yantai city.The research technique includes dichotomy,conceptual method, inductive method,classification,way of qualitative analysis and questionnaire survey.
