《关于加强公立医院党的建设工作的意见》为新时代高校附属医院的领导体制指明了方向。梳理了我国高校附属医院现行的3种领导体制,分析了其中存在的一些现实问题。在此基础上,结合《意见》精神,对新时代高校附属医院党委领导下的院长负责制的核心内涵进行了归纳提炼,并提出了高校附属医院落实党委领导下的院长负责制的有效策略。

Opinions on Strengthening the Party Building in Public Hospitals has pointed out the direction for the leadership system of the affiliated hospitals of colleges and universities in the new era.The paper combs three kinds of current leadership systems in the affiliated hospitals of colleges and universities in China,and analyzes some practical problems existing in them.On this basis,combined with the spirit of“Opinions”,the core connotation of the president responsibility system under the leadership of the Party Committee of affiliated hospitals of colleges and universities in the new era has been summarized and refined,and which also puts forward the effective strategies of implementing the president responsibility system under the leadership of the Party Committee in the affiliated hospitals of colleges and universities.
