论高校党委领导下的校长负责制的协同理路

The Construction of Collaboration Management of Principal Accountability under the Leadership of University Party Committee

坚持和不断完善党委领导下的校长负责制,努力做好其协同对于我国高等教育事业发展具有不可替代的重要意义和作用。当前高校党委领导下的校长负责制运行中的主要问题是协同问题,保证这一制度高效运行的重要基础是构建协同机制。高校党委领导下的校长负责制的协同,其实质是党委与行政间的协同,核心是党委书记与校长间的协同,目标是建立党政良好的运行关系和工作秩序。要积极构建思想政治上同心、办学目标上同向、保证中心上同步、提高质量上同力、改善民生上同调、团结维稳上同声、党风廉政上同德的党政协同理路。

The continuous improvement of principal accountability and its collaboration management have irreplaceable significance and function for the development of higher education in China.The key problem of the principal accountability under the leadership of party committee lies in the collaboration management.In order to make this system work efficiently,collaboration management is needed to be established.The collaboration management,in fact,is the collaboration between the Party Committee and the administration.The core is the collaboration between the secretary of the Party Committee and the university principal.The goal is to ensure a good relationship and efficient working order for the Party and the government.It is necessary to have the same ideological and political attitude,educational goals,center to improve the education quality,people’s livelihood,unity and stability as well as the Party’s working style and a clean and honest administration for the principal and the Party Committee.
