浅析我国PPP模式面临的新挑战及应对策略

Analysis of the New Challenges Faced by China's PPP Model and Corresponding Strategies

经济发展进入新常态背景下,PPP模式规模化推广有效提高了财政资金效率,提升了政府公共治理水平。随着国家针对PPP模式市场乱象的大力整顿,我国PPP模式进入到新阶段。但新阶段出现的对内涵认识不足、运营水平不高、操作不够规范、参与主体单一等问题为PPP模式的发展带来了新挑战。通过梳理国内外文献,针对新挑战,采取完善回报和风险机制、加强运营管理考核、健全PPP法律法规体系、健全管理组织架构措施,可以进一步规范和推动我国PPP模式健康发展。

Under the background of economic development,the large-scale promotion of PPP model has effectively improved the efficiency of fiscal funds and the level of government public governance.With the country’s vigorous rectification of the PPP model market chaos,China’s PPP model has entered a new stage.However,the problems in the new stage,such as insufficient understanding of the connotation,low level of operation,inadequate operation,and single participation,have brought new challenges to the development of the PPP model.Focusing on these new challenges,adopting perfect returns and risk mechanisms,strengthening operational management assessment,improving PPP laws and regulations,and improving management organizational structure measures are of great significance to promote the development of China’s PPP model health norms.
