上海市农业科学院区域协同创新的实践与探索

Exploration and practice of regional collaborative innovation by Shanghai Academy of Agricultural Sciences

从长三角区域农业经济特征入手,分析了上海市农业科学院在长三角区域内农业科技协同创新实践,以及在农业科技成果转移转化模式方面的探索,并针对如何推进长三角区域农业科技协同创新提出了打破目前的分割化、碎片化的"人"、"物"管理模式,使之形成区域化、共享化的"人"、"物";健全农业技术推广和科技合作绩效考评机制;做强做大长三角区域性农业科技成果转化平台;使以短期项目为主的创新模式转向长三角区域内以长期科技创新联盟为主的协同创新模式;以市场化方式吸引创投,推动"大众创业、万众创新"等建议。

Starting with the unique characters of agricultural economy in the Yangtze Triangle,the article analyzes the practical cases of agricultural collaborative innovation in the Yangtze Triangle by SAAS,explores the patterns of the transfer of achievements in agricultural sciences and makes proposals on how to promote collaborative innovation of agricultural sciences in the Yangtze Triangle.The author proposed to share the talents and physical resources in the region instead of the current fragmented management of human and physical resources;refine and strengthen the current performance assessment mechanism on the promotion of agricultural know-how and the collaboration of scientific research;enhance the promotion platform of agricultural science achievements in the Yangtze Triangle;transform the current innovation pattern with the emphasis on short-term projects to new collaborative innovation pattern based on long-term innovation alliance in the Yangtze Triangle;attract venture capital and other investment funds under market principles,give impetus to“public entrepreneurship,mass innovation”.
