近郊小城镇社区治理困境及对策研究——以重庆为例

Study on the Difficulties and Countermeasures of Community Management of Small Towns in Suburbs: Taking Chongqing as an Example

党的十九大报告再次强调推进新型城镇化发展,促进以人为核心的城镇化,社区是实现其目标的重要承载地。针对重庆近郊小城镇在快速城镇化中社区治理面临着政府职能转换慢、服务与需求不对等、多元主体发育不足和居民参与弱等问题,文章提出了夯实社会治理法制、体制、能力建设,增强社区基层社会组织活力与服务能力,立足智能化社区打造,创新社区服务机制,促进社区治理现代化。

The report of the19th National Congress of the Communist Party of China once again emphasizes the promotion of new urbanization development and promotes urbanization with people as the core,and the community is an important carrying place to achieve the goal.In view of the problems in the rapid urbanization of small towns in the suburbs of Chongqing:slow transition of government functions,unequal service and demand,insufficient development of multiple subjects and weak participation of residents,the article proposes to strengthen the legal system,system and capacity building of social governance,enhance the vitality and service capacity of community-based social organizations,build intelligent communities,innovate community service mechanisms and promote modernization of community governance.
